ISRAELI PRESIDENT MOSHE KATZAV

QUESTION: Mr. Secretary, do you think that Arafat, who encourages the terror, can be a partner to a peace process?

POWELL: Well, we're working on a peace process where we're trying to see if we can find a way out of this crisis. I look forward to speaking with the President. I've always benefited from his wisdom before, and I hope to do so again today.
