On April 24, 1996, the Palestinian National Council (PNC) amended the charter by canceling the articles inconsistent with its commitments to Israel. The key sections of the April 24, 1996 PNC resolution to amend the Covenant read as follows:
The PNC resolution instructed its Legal Committee to present a draft to the next session of the PLO Central Committee. No date has as yet been set for that meeting.
On March 5, 1997, Chairman Arafat told Ambassadors in an Arria-style session of the U.N. Security Council that 29 paragraphs in the Covenant were annulled, all of them concerning the elimination of the state of Israel. He also confirmed that a Palestinian legal committee was working on a revised charter.
